It's to do with eating. If you haven't eaten you will tend to say buenos días until quite late - 2 or even 3 - whilst someone who has eaten or who is involved in preparations for eating will say buenas tardes as early as 1 but, as everyone has said the general rule is at around 2pm.

Same in the evening. Tardes becomes noches as you eat or as you prepare to.

Then again, when does Good afternoon become Good evening. It's like the old ad -one instinctively knows when something is right.
