That must be enough to put most potential landlords off renting their properties out. Is this affecting rentals.

No it is not ,there is a big shortage of rental property and what there is free is mostly well overepriced

One of my neighbours contacted me within the last few days and said someone is looking to rent in the area where we have an apartment, long term. Most of these people want to pay €350 a month for a two bed apartment, plus bills. After reading the latest laws for renters and the low fees people can and want to pay I would have to be desperate to rent out, I know many are desparate. Such a difference in rental income to UK, I just rented a short holiday let in Cornwall, 2 beds, £170 a night.
