Unfortunately the life blood of any forum, is new members - that is generally what a forum is for, new people coming to areas, finding out information. Whilst knowledgable and friendly old posters are important, so is the constant growth of new users.
What has happened to the forum, is people have left it, it has not really seemingly been marketed and slowly but surely, people have left, got fed up, died or just drifted away - but new members have been slow to come - so posts are a little thin on the ground of recent times - unless a few squabbling over politics / brexit. Fact is this used to be one of the most popular websites locally, now it's slipped quite far.
I don't think a new owner needs to be in Spain - what they do need is to know how to market a website & put a little time in - it's doable, but can chew up a little time, so not a case of just buying it as that won't be enough to save or grow it.
